I don't think it can be used as a stative verb ("intertwined; interconnected").

ABC has “get mixed up; connected; involved; related”, which they copied straight out of Far East, but I don't see evidence of that sort of usage in other dicts or in TP or J examples. In the usage I've seen, it's always a noun.

e.g.
J ~ The government are trying to play down their involvement in the affair.
政府极力淡化与该事的瓜葛.

TP ~
只想和貓有些瓜葛。
in an effort to bring herself closer to cats.

即使是一群無血緣關係、沒有經濟瓜葛的朋友,
even a group of friends who share no blood relationship or economic ties
Diff:
- 瓜葛 瓜葛 [gua1 ge2] /intertwined (as melon and vine plants)/interconnected/association (of two things)/
+ 瓜葛 瓜葛 [gua1 ge2] /connection/association/involvement/
