I've never seen 妥妥的 in this sense as part of a sentence, but always only this three characters as a fixed phrase. When I see 妥妥 or 妥妥的 as part of a sentence it really is just the typical one-character adjective repetition, it means the same as 妥. I don't think it necessary to define this sense.
