1) make a tax declaration --> lodge a tax return
The new wording makes it clearer that the declaration is about income, not dutiable goods.

2) the "lodge tax return" sense seems to be the main meaning of the word and should come first in the definition. In TP, I only found examples of this sense. As I interpret it, LA's definition only mentions this sense.
e.g.
譬如許多國家的稅務部門已普遍接受企業及民眾上網報稅,
For example, the tax authorities in many countries now allow taxpayers to file electronic returns,
