My first def was something along the lines of:
· hype up/pump up
not sure if that gives any inspiration to anyone to help out the def a bit.

I believe the long form on this is 炒热气氛, which would, most likely, be construed as two separate words. 炒气氛 by itself though is more like a VO [炒+气氛] and it works like most 离合词.

Also, 炒熱氣氛 seems to date from around 2005. It doesn't appear at all in TP articles between 1996 and 2005. But from around 2005, it appears more and more often.
