Most references say it's a kind of bird.

e.g.
Wenlin 鴜(S𪉈) (=䳄); ... 䳄 a kind of water bird

HDC 鴜 : 水鳥名

Baike 鴜鹭 : 即鹭鸶。
(鹭鸶 means "egret", not "female 鸶".)

zdic does say 古同“雌”, but does “雌” mean "female" in this instance? Their example sentence is “孤~鸣而独归。” and it seems more likely that 鴜 here refers to a type of bird.

zdic also has this to say about 鴜:
《玉篇》水鳥,似魚虎,蒼黑色。
Diff:
- 鴜 𪉈 [ci2] /old variant of 雌[ci2]/
+ 鴜 𪉈 [ci2] /(a kind of water bird)/
