I think the "growing back" idea refers to the arrival of new investors to be harvested rather than the recovery of lost funds. Quoting from the elephant-room article (link below) ~ “In the investors’ WeChat group which I am still in, people are trying everything they can to get their money back.” Tong said, “many went directly to the police, but there was no response. No hope to get their life-savings back at all.” Web ~ 韭菜= jîu cài = literally "leeks" but a metaphor for retail newbs who get 'harvested' by more experienced investors and then grow back.
