* LAC and 规范 indicate the character 邨 is also a surname.

I'm not sure what you're saying here. 邨 is
a) a "traditional" character (i.e. a "full-form" character that was used pre-simplification, and is still used, e.g., in Taiwan), and
b) a variant of 村.

Or are you saying that 邨 isn't a variant of 村 in the traditional sense of "variant"? If so, I don't understand that claim either.

That's true if you are saying that the PRC didn't come up with a character with fewer strokes to replace 村 and 邨.
But perhaps you are misreading our entry
邨 村 [cun1] /variant of 村[cun1]/
The "邨 村" part at the head of that entry is saying that, under the PRC's simplification system, 村 is the character that is to be used wherever 邨 was used in the past.
And that is, in fact, true.

That document says, on page 55,
规范字: (0682) 村
繁体字:
异体字: 邨 [footnote 20]

[Footnote 20 says that 邨 may be used as a surname.]

In effect, that means 邨 is a variant eliminated in favor of 村, which is the traditional (pre-simplification) character adopted as the character for "village" under the simplification system.

Alternatively, you could check 第一批异体字整理表. If you search for 村, you will find the following entry:
