I think
1) 平均指数 is not a thing - it's just a part of the name of certain stock indexes.
For example, 道瓊工業平均指數 would be better parsed as (道瓊)(工業平均)(指數), where 工業平均 would mean "the weighted average of industrial share prices".

2) There's no such term as "average index". Nobody would say something like "The Dow Jones is an average index."
Stock market indexes are, in general, computed as a weighted average of stock prices. But they are just called
- "average" (as in the Dow Jones Industrial Average), or
- "index" (as in the Nikkei Index).
They are not called "..... Average Index".
Diff:
- 平均指數 平均指数 [ping2 jun1 zhi3 shu4] /average index (e.g. Dow Jones or Nikkei index)/
