The center of the city's environment is quiet right described by three words: dirt, disorder and bad.

Trudeau would eventually run in a gritty, working-class neighborhood of Montreal and was elected to the House of Commons in 2008 and re-elected in 2011.

"There has been a very strong movement by the government .. to get rid of the filth and to portray the beautified and shining India," said Maushmi Basu, a migrant worker activist.

Editor: "dirty and disorderly"? OK.
But "bad"? That's a bit confusing. And it's not something that's mentioned in the LAC and GF definitions (except inasmuch as dirt and disorder are bad things).
Diff:
# 髒亂差 脏乱差 [zang1 luan4 cha4] /dirty, disorderly and bad/
(typically, of an urban environment) dirty and untidy/run-down/
