"circulation" can mean at least 4 things, all of which are wrong for this word 发行量.
There's "circulation" as in
- ‘an extra pump for good water circulation’
- ‘three 20-minute sessions a week which make you breathe a bit harder can improve circulation’
- ‘his music has achieved wide circulation’
- ‘the new-look coins go into circulation today’

There's another meaning of "circulation", of course -- 'the number of copies sold of a newspaper or magazine'. I'm sure that's what you were thinking of, but that's problematic as well, because 发行量 can refer to the number of copies sold of a CD or book, and in that case it's not called "circulation"; it's called "sales".
