"hover" means "remain in one place in the air" (like a helicopter), but LA says 翱翔 means:
(鳥)​回旋地飛。
例 「雄鷹在藍天下翱翔」。

GF has a note on this word:
注意 跟“飞翔”不同。“翱翔”侧重指在高空自由自在地飞, 多用于鸟类中较大的, 文学色彩较浓; “飞翔”则用于一般的鸟类飞行, 适用范围较大。

“翱翔”侧重指在高空自由自在地飞 doesn't sound like "hover".

I think "hover" has often been used to translate 翱翔 because it appeared, mistakenly or at least misleadingly, in ACE (1978): "hover; soar".

- 翱翔 翱翔 [ao2 xiang2] /to soar/to hover at height/
+ 翱翔 翱翔 [ao2 xiang2] /to soar/to wheel about in the sky/
