1) "returnee" isn't a particularly good match for 归侨 (too general)
Google define: returnee ~
a person who returns, in particular:
- a refugee returning from abroad.
- a member of the armed forces returning from overseas duty.
- a person returning to work, especially after bringing up a family.

2) not necessarily plural
TP ~ 遇上了新加坡歸僑蔡栽花,
There he met up with Cai, an overseas Chinese girl returning from Singapore.
Diff:
- 歸僑 归侨 [gui1 qiao2] /returnees/
+ 歸僑 归侨 [gui1 qiao2] /Chinese person who returns to China after living as an expatriate/
