1) "array" dates back to the earliest versions of cedict - it's in a 1998 copy of cedict I have. I haven't seen anything to suggest it's correct, though. 排列 refers to an ordered linear arrangement, whereas an array is two-dimensional.

2) "ordered choice of n elements out of m" - that's a *generalization* of the mathematical term "permutation", presumably based on M's def #2. To avoid confusion with the usual math meaning of "permutation" (where n=m), it's referred to in English as "k-permutation" or "partial permutation" (says Wp). But Wp's def of the math sense of 排列 corresponds to the usual math meaning of "permutation".
Conclusion: In the context of math, 排列 is best defined simply as "permutation".

3) It's a verb - see most dicts.
