1) "recall" can probably be traced back to ACE. But I don't think 撤换 means "recall". If you recall an ambassador, you order him or her to come back. I don't think there is anything in the meaning of "recall" that implies that the person is replaced, as there is in 撤换.

2) to replace (sth) ~ See LA, for example.
