LA ~ 世間的人;一般人。
Can it actually mean "common people" (i.e. the masses, *excluding* the elites)?

OED @ common
Of persons: Undistinguished by rank or position; belonging to the commonalty; of low degree; esp. in phr. the common people, the masses, populace. (Sometimes contemptuous.)

LA's definition suggests it's more like "people in general".
Similarly, GR says "L'homme; les hommes; tout le monde; le genre humain."
