Actually, it's "say", not "speak", because 坦言 is almost always used in the following pattern: 他坦言「........。」
In English, that would be "He said candidly that blah blah blah.". You don't say "He spoke candidly that blah blah blah."

e.g.
目前已出版7本兒童小說的馬筱鳳坦言,「這本書內容很不討喜,甚至有人說看到書名《爸爸失業了》就覺得觸霉頭。」
Ma, who by now has had seven books published, says frankly, "This is not a happy book, and some have even said they had a bad feeling upon seeing the title Daddy Lost His Job."

- 坦言 坦言 [tan3 yan2] /to speak candidly/
+ 坦言 坦言 [tan3 yan2] /to say candidly/to acknowledge frankly/
