Correction to earlier comment: I checked with Mathews' Dictionary, which goes way back. My edition is a revised edition published in 1960 by Harvard University Press. A more recent dictionary (汉英词典 - Beijing 1981) does not even list the character. But Mathews says it is the surname of Mencius' mother, which is consistent with the Wikipedia entry. There's no evidence in Mathews that this is a current surname, however. The fact that it is missing entirely from 汉英词典 would be consistent with this. It may in fact be obsolete.

In any case, there is no evidence from what I have found that this is Mencius' surname, which was 孟 (Meng).
