I don't know that "counter-fire" is actually a word, but "setting a counter-fire" would be more simply expressed as "to backburn"
MW @ backburn = to set controlled fires to eliminate the fuel in the path of a wildfire

However, 迎火 appears to be a noun, and "backfire" (defined in MW as "a fire started to check an advancing fire by clearing an area") seems to match Z's definition of 迎火 very well ~ 为清除一块地方以阻挡前进的森林或草原大火而点的一种火.
