It's the ACE definition.

1) What is a newspaper's "general office"?
Google has only one sentence containing "the newspaper's general office", and it's China-related: "The Gansu Daily published an untrue report on Falun Gong, and about 200 practitioners in Lanzhou City went to the newspaper's general office to clarify the facts."

2) "newspaper office"?
A 報社 is a business, not just its office.
LA describes it as a kind of 機構, and gives 民營報社 as an example.
家 is a classifier for businesses, not offices.
Usually one says simply "newspaper", but since that's ambiguous we have to add sth.
