1. a lawyer could accept (or not) a case, but according to dicts that's not 受理 as a legal term
(of course a lawyer can 受理 a case, but that's the 2nd gloss)

2. "to deal with" is slightly off and ambiguous. 受理 is taking in and processing, as a kind of service. LA says 政府部門等 and gives example of a bank.
I know my gloss is not quite good.
