This just occurred to me after I processed.
I think "fixer" has the right derogatory connotation.
MW ~ a person who adjusts matters or disputes by negotiation

OED ~ One who fixes. Now, esp. one who arranges or adjusts matters (often illicitly).
1959 The second [group in Parliament] are the onlookers, the fixers, and the rank and file.

In politics, a fixer is something like a power broker.
That seems like it may fit this J example:
没错儿,我就恨这个。现在,我们要的是强有力的、主见的领导人,可不是和事佬儿。
Diff:
- 和事佬 和事佬 [he2 shi4 lao3] /peacemaker/mediator/(derog.) eternal diplomat/
