- I didn't notice anything about "pro-Western" in J, TP, or any of the 8 or so dicts I checked.
- Not necessarily the sun – can be the moon, a typhoon's path etc, as the in the following examples.

A city of west-central Pakistan west-southwest of Lahore.

The moon was leaning moderately toward the west,

In later trips during the day, the sun will seem to move farther and farther toward the west. Yet the worker bees seem to have no trouble at all in finding the food source.

did not go till after the middle of the day

It was dusk when Kou River was reached.

颱風的位置會被壓制在較低緯度無法北上,易走偏西路徑而影響台灣或菲律賓;
the position of typhoons is restricted to relatively low latitudes, and they are more likely to follow westerly paths that take them into Taiwan or the Philippines.

The sun inched a little west.

Editor: 偏西, "westerly", "west-ish" (if I may), sounds like regular use of 偏. Can be used with any compass point.

西南偏西, west-southwest, (and analogues for any points), would maybe justify some kind of entry.
Diff:
- 偏西 偏西 [pian1 xi1] /inclining to the west (of the sun after noon)/fig. pro-Western/
# + 偏西 偏西 [pian1 xi1] /to be in the west/west of some compass point (esp. west of north)/
+ 偏西 偏西 [pian1 xi1] /inclining to the west (e.g. of the sun after noon, indicating lateness of the day)/
