The current definition looks very much like Z's, but I question the 2nd gloss "to have enough resources to cover a need". The example given for that sense in dicts is always the same: 周转不开, and it seems to me that 周转 means "cash flow" there. Certainly, the similar expression 周轉不靈 seems to mean "cash flow no good":
