The example given for that sense in dicts is always the same: 周转不开, and it seems to me that 周转 means "cash flow" there. Certainly, the similar expression 周轉不靈 seems to mean "cash flow no good": TP ~ - 首先是海山投資太多，資金無法回收，接著在民國72年12月，因為資金周轉不靈，向信託公司求助， It had invested too much of its assets, leading to cash flow difficulties.
