1. 利诱 is a word in itself; somewhat like "to cajole" -- sth more idiomatic?

2. 威逼利誘 is a common construct which is in LA f.i., so why not. Other similar constructs exist using 利誘 but are not listed.
/to threaten and bribe/ could be acceptable? sounds a bit strange to me; maybe it's me
/to beat with a stick but offer a carrot/ is incomprehensible and off (yes, both together)

3. 威利誘 makes no sense IMHO and is lopsided for a Ch expression; practically no Ghits, mostly in complete expressions like 恩威利诱
Diff:
+ 利誘 利诱 [li4 you4] /to use gain as a lure/

- 威逼利誘 威逼利诱 [wei1 bi1 li4 you4] /to threaten and bribe/to beat with a stick but offer a carrot/
+ 威逼利誘 威逼利诱 [wei1 bi1 li4 you4] /to make threats and promises/

- 威利誘 威利诱 [wei1 li4 you4] /intimidation then bribery/
