One of those disjunctive definitions that tries so pathetically to be different from what ACE and everyone else since says: "to flatter; to compliment" (ABC, NC, NA, CCD)
Noun usage is not uncommon. In fact, most examples in TP are either noun usage or 不敢恭維.

Noun usage:
答:我沒什麼機會得到讀者的回饋,唯一的一次是最近到舊金山的旅途中,一位讀者碰巧知道我是譯者,跟我說,他和妻子每天晚上都爭著看這本書。對我而言,最大的恭維來自張大春本人,當我完成初稿寫信給他,他回信跟我說:哇!這簡直也是你的書。對一個譯者而言,這是我聽過最鼓舞、最感動的話。
A. I haven't had much of an opportunity to hear comments directly from readers. The sole exception was during a recent trip to San Francisco. I met someone who, upon discovering I was the translator of Wild Kids, declared: "My wife and I have been fighting over who gets to read it every night!" But for me, the greatest compliment came from Chang Ta-chun himself. Upon completing the initial translation of My Kid Sister I wrote to Chang to tell him and he responded saying: "Now it's your book too." As a translator, that is probably the most positive, reinforcing and touching remark I could ever hope for.

答:正體字從外形來說,非常具有美感。有志漢學的人,應當由此下手,「由繁入簡易,由簡入繁難」,更何況,不學正體字如何閱讀中國古書?同時,老實說,有些簡體字實在簡得令人不敢恭維,如無上下文,根本看不出原意。基本上,我建議學生兩種都必須會。
A: In terms of their appearance, the traditional complex forms of characters have great beauty. Someone intending to study sinology should start with them, for it is easier to move from complex to simplified characters than vice versa. Furthermore, if you don't study the traditional characters, how are you going to read ancient Chinese texts? Also, to be frank, some characters really have been simplified in ways one can't find a good word to say about, and if you see them out of context, you'd never guess what the original character was. I always encourage my students to learn both.
