It seems to me it means "in it" or "within it" or "among them" rather than "including"

"including" seems to relate more to 包括 which often *precedes* 在內 in a sentence.

M's example is 今年參加全校自強活動的成員,也包括教職員的家屬在內。
which I see as "... includes teaching and administrative staff among them (i.e. among the group of participants)"

This J example, too, is more like "among them", I think:
恰巧骑士当中就有公爵本人在内。

The whole entry could even be deleted as fairly self-evident, perhaps?
Diff:
- 在內 在内 [zai4 nei4] /including/
+ 在內 在内 [zai4 nei4] /(included) in it/among them/
