"to submit totally" leaves it open as to whether one is happy and willing to place oneself in an inferior position, or not. 诚服, on the other hand, seems to be about being convinced that the other person is indeed right. And it seems to be more about acceptance of a another's point of view than abasement ("total submission"). 心悅誠服 does not appear to be about being "cheerful" and "delighted" so much as "willing" and "convinced". Words like "cheerful" probably come from an overly literal translation of a Chinese definition.
