Existing dictionary defs suggest that 饒富 is either a predicate or, if used prenominally, forms a noun phrase.
In fact, it seems that it typically combines with a noun (representing some sort of trait) to form *adjectival* phrases that translate to words like "meaningful", "educational", "intriguing" etc.
