"rapids"?
Z says 恶水 ... 3. 凶险的河流
I don't think that means "rapids" does it?
Anyway, that sense seems to be left out of most dicts, presumably because it only occurs in 窮山惡水.

Z/M @ 穷山恶水:
two definitions:
- 荒山与泛滥成灾之水。形容自然条件极坏
- 形容枯寂荒涼,自然條件惡劣的地方。如:「在政府大力的開發之下,數年之間,竟然在窮山惡水之間開出了一條康莊大道。」
That suggests that 恶水 is dangerous because it's flood-prone rather than because it's rapids.
NC suggests that it's "unruly/untamed rivers".
Diff:
- 惡水 恶水 [e4 shui3] /dirty water/water that is unfit to drink/slops/treacherous rapids/
+ 惡水 恶水 [e4 shui3] /dirty water/water that is unfit to drink/slops/

- 窮山惡水 穷山恶水 [qiong2 shan1 e4 shui3] /barren hills and treacherous rapids (idiom); inhospitable natural environment/
+ 窮山惡水 穷山恶水 [qiong2 shan1 e4 shui3] /lit. barren hills and wild rivers (idiom)/fig. inhospitable natural environment/
