M and LA define 遺志 as a 志向, 理想, or 目標 (aspiration/ideal/goal) [rather than a "wish"] that one works towards but is unable to achieve during one's lifetime, and leaves for others to continue to work towards after one dies.

So it's more like an unachieved aspiration than an unfulfilled wish. It's something that one *works toward*, rather than simply hopes for.

And a "deathbed wish" can be a request that may be *granted*, as in the headline "Seminarian granted his deathbed wish to be ordained".
That would not be a 遺志, which is something to be *carried forward* after the person's death, not *granted*.
(Almost invariably, verbs like 延續 or 繼承 or 延續 are used in conjunction with 遺志.)
