1) 嚴懲不貸 appears to be essentially verbal – an action; whereas "zero tolerance" is a stance.
2) It's not helpful to have two awkwardly-worded glosses that are so similar to each other:
- to punish strictly with no leniency
- to punish and show no mercy
A single, naturally-worded gloss is better.
Diff:
- 嚴懲不貸 严惩不贷 [yan2 cheng2 bu4 dai4] /to punish strictly with no leniency (idiom); to punish and show no mercy/zero tolerance/
+ 嚴懲不貸 严惩不贷 [yan2 cheng2 bu4 dai4] /to punish severely (idiom)/
