Does it really mean "negotiation"?

I've added verb defs, but it looks like it's an adjective (it's always at the end of the close, never taking an object) in most cases:
她那顶蓝帽子同她的白晰皮肤很协调。
Diff:
- 協調 协调 [xie2 tiao2] /to coordinate/to harmonize/negotiation/
+ 協調 协调 [xie2 tiao2] /to coordinate/to harmonize/to fit together/to match (colors etc)/harmonious/concerted/
