意思是说非常有勇气,值得嘉奖。但这个词有点偏贬义,虽然有勇气,但未必见得正确。

Editor:
1) It's not a statement of the obvious, that "courage is commendable". Rather it's a way of saying that a *specific person* deserves praise for his or her courage.

2) There are many things that "can 可嘉" (as yves put it).
志氣可嘉
礼貌可嘉
精神可嘉
義行可嘉 ~「老人雖不名一錢,卻能拾金不昧,義行可嘉」。
etc.
But this entry can serve as an illustration of the usage of 可嘉.
