I don't think "to perpetrate" is much good, since it doesn't seem possible to use 行凶 when writing about perpetrating a fraud, for example.

"to do violence" is often used figuratively:
Oxford ~ Damage or adversely affect: "how can we regulate access to weapons without doing violence to the constitution?"
Diff:
- 行兇 行凶 [xing2 xiong1] /violent crime/to perpetrate/to do violence/to assault/
+ 行兇 行凶 [xing2 xiong1] /violent crime/to commit a violent act (assault or murder)/
