I don't think 應急 means "an emergency" (see LA's definition and examples).
Rather it seems to be used as an attributive: "emergency (measure etc)"
See also J.

Note that three of the entries have incorrect pinyin (ying1).

J has
emergency standby [Nuclear Power Emergencies Category]
应急待命〔核电厂应急状态等级〕
so that might be considered a technical term.
However, it seems to be used in a lot of other contexts
- 春运遇雨雪泰安60辆车应急待命
- 分布全市的12个医疗救援直升机备勤点全面开放,24小时处于应急待命状态
- 台州辖区社会应急待命船舶制度
- 武警消防部队应急待命
- 同时为应对突发事件还安排了10辆救护车应急待命。

emergency exposure: Exposure received during an emergency situation. This may include unplanned exposures resulting directly from the emergency and planned exposures to persons undertaking actions to mitigate the emergency.

Diff:
- 應急 应急 [ying4 ji2] /emergency/to respond to an emergency/to meet a contingency/
+ 應急 应急 [ying4 ji2] /to respond to an emergency/to meet a contingency/(attributive) emergency/
#
# technical term
- 應急照射 应急照射 [ying1 ji2 zhao4 she4] /emergency exposure/
+ 應急照射 应急照射 [ying4 ji2 zhao4 she4] /emergency exposure (nuclear energy)/
#
# The following entries seem superfluous
- 應急狀態 应急状态 [ying1 ji2 zhuang4 tai4] /emergency state/
- 應急出口 应急出口 [ying4 ji2 chu1 kou3] /emergency exit/
# Editor: keeping the following entry, as discussed.
# - 應急措施 应急措施 [ying4 ji2 cuo4 shi1] /emergency measure/
#
# Maybe keep this one, but fix the incorrect pinyin
- 應急待命 应急待命 [ying1 ji2 dai4 ming4] /emergency standby/
+ 應急待命 应急待命 [ying4 ji2 dai4 ming4] /emergency standby/to be on standby/
