Rather it seems to be used as an attributive: "emergency (measure etc)" See also J. Note that three of the entries have incorrect pinyin (ying1). J has emergency standby [Nuclear Power Emergencies Category] 应急待命〔核电厂应急状态等级〕 so that might be considered a technical term.
