A, M, and L all say it's tiao2, and indeed, 調 in 調幅, 調頻, and 調相 is tiao2 in each case.

Also, those three sources all mention "modulation" rather than "modulate". I'm not sure whether we should include the verb or not.

Should we add (electronics) as a tag?
Or is it also used in other contexts such as music?
