Capitalize proper noun

Editor: I wouldn't say dǎngdàihuì is a proper noun.
It refers to a whole class of events, not a specific event.
第十一次党代会 — yes, that's a proper noun (it's a specific event, the 11th Party Congress).
党代会 — no, it doesn't refer to a specific event; it's a generic reference to congresses of Party representatives.

In a similar way, "presidential inauguration" is a class of events, so it's lowercase.

The 57th Presidential Inauguration, on the other hand, is a reference to a specific event, so it's written in title case.

Another example: "revolution" is not capitalized, but specific revolutions are — e.g. the Industrial Revolution.
