1) Dicts all have more or less the same wordy defs as each other, but miss the usual sense of the word.

O says
1.(出航次第) the sequence of voyages or flights; voyage or flight number
2.(出航的次数) the number of voyages or flights made
and ABC, NA, and NC have almost identical English wording.

K ~ ◊ voyage number, flight number (number of trip or sequence number)
OCD ~ 1. flight number; voyage number 2. number of flights; number of voyages

2) what does "number of scheduled sailing" mean?
There are only 19 Google hits and they all seem to be derived from CEDICT.

3) Examples:
there will be in total nine cruises for 12,000 outstanding Chinese Amway employees.

there are savings of as much as NT$300,000 per transit

documents and papers used in the current voyage

has completed 28 flights to study 24 typhoons over and around Taiwan

The aim of the operators is to reduce the number of wasted voyages
