CH: 载:承载;覆:倾覆。比喻在平时要想到可能发生的困难和危险,事物有利有害。

一、释义
君主如船,百姓如水,水既能使船安稳地航行,也能使船沉没。
二、谓喻
“水则载舟,水则覆舟”,亦作“水能载舟,亦能覆舟”,简称“载舟覆舟搜索”。意指事物用之得当则有利,反之必有弊害。比喻民心向背决定生死存亡。
