I don't think it can be used as a verb with a *person* as the subject: "Li has decided on a conclusion to the matter." 2) "complicated things become clear in the end"? I think the Chinese expression is a metaphor for contingent matters being settled after things have run their course — not about complicated things becoming clearer. NC says "to end up with", which does suggest that it's about things coming to a conclusion, but it doesn't fit many examples well (such as those below) because it suggests that the phrase will be followed by a noun ~ "ended up with (something)".
