I think it's "to be linked together / interconnected' "intermingle" implies "mixed together" (not necessarily with any linkage) I don't think it's "tie sb up" or "to be tied up" in the sense that implies "keeping sb busy". The noun senses aren't essential but 勾连 is used as a noun, and the noun glosses may be helpful.
