It's a bound form. No reason to phrase it as though it could be used as a free verb.
It's a noun in the defs in L, M, and Z.
Anyway, is it as specific as "making arrangements"?
Doesn't that come from a misinterpretation of 事宜 in 有關死者的事宜 as "arrangements" rather than "matters"?
