Can be a verb, and it seems that the more specific term "to chronicle" is a bit more apt for 紀 than the more general term "to record" (which might be more suitable for 記?)

Which sense of "order" is it? It's a very ambiguous word.
Probably "order" as in "law and order" (法纪)?
- 违法乱纪 break the law and violate discipline;
- 遵纪守法 abide by the law and discipline
If so, perhaps "discipline" is enough?
(or place "order" directly after "discipline")
