small change, the present def seems to say it's just "embezzle", see Z

Editor: I don't think "shift" is enough to convey the meaning on its own, so I've added an admittedly unwieldy explanatory definition as well.

TP ~
So do the math. If a husband and wife together earn NT$100,000, after taking out 15% for investment and 25% for the mortgage, they have to take care of a family of three or four on NT$60,000 per month, including baby-sitting fees, food, clothing, travel, school fees, and so on. But no matter how tight money gets, they should never touch that investment capital. Only by scrimping and saving can you have a better future.

Professor Tseng further argues that taking funds from the central government subsidy program and shifting them to the Tax Redistribution Fund might be one way to increase the size of the pie. But even more importantly: "The central government must allow local governments a greater degree of control over their tax revenues, grant them greater discretionary authority to go out and find ways to increase such revenues, and let them take responsibility for their own finances."
Diff:
- 挪用 挪用 [nuo2 yong4] /to embezzle/to divert funds/
# + 挪用 挪用 [nuo2 yong4] /to reassign (funds etc) to another destination/to embezzle/
+ 挪用 挪用 [nuo2 yong4] /to shift (funds)/to (legitimately) take funds set aside for one purpose in order to use them for another/to embezzle/to misappropriate/
