It doesn't mean "foregone" (i.e. relinquished, renounced).
And, although it's listed only as a noun in NC, I agree with A that it's a v.o.
Here are some examples from J where it's a verb phrase:

The committee's decision often rides on the chairman's vote.
委员会的决策往往靠主任委员的一票定局。

The matter hasn't come to a decision yet.
事情还没定局。

This hand may settle it.
这手牌也许可以定局了。

wanting to clinch the matter there and then.
似乎要马上定局。
