帧数 is obviously 'frame rate', often called FPS (frames per second), so it's really the same as 帧率. on mainland gaming forums I only see 帧数 used, not 帧率, make of it what you wish

People talk about network speeds in terms of "gigabits" instead of "gigabits per second", but Webster defines "gigabit" as an amount of data ("one billion bits"), not as a data transfer rate. And folks say "pounds of pressure" instead of "pounds per square inch of pressure", but you don't find "pound" defined as a unit of pressure in the dictionary.

Properly speaking, 帧数 is "frame count", and you'd say something like 每秒帧数 for FPS. In fact, they use that term in the Baidu article you quoted: 然后通过软件把每秒帧数调节到24帧左右.
