Editor: I may have been wrong, but I had the impression that 恨事 is (generally) about sth that one regrets doing or not doing (i.e. one's own behavior) and 憾事 seems to be often used in referring to other people's circumstances or actions as well.

I think it a great pity that he should have died so young .
我认为他那么年轻就死是一件憾事

What a pity you couldn't come yesterday!
昨天你不能来,真是件憾事。

It's a pity to see so many ships lying idle.
这么多船只搁着不用,真是一件憾事。

If I'm mistaken about 恨事, let me know, or resubmit. I'll have another look at it myself anyway.

Hmmm .. Here's at least one example where "sth one regrets" and "matter for regret" seem inadequate for 恨事:
今年八十四歲的吳家阿嬤,儘管記憶不太好,卻有兩件縈繞腦海、念念不忘的陳年恨事:第一件是日據末期被「四腳仔」(日本人)雙手反扣地拖去築路,挖地、挑土,一築一年多。第二件恨事,則是光復初期政府的沈重稅賦。

The second indignity was the onerous taxes that were levied in the early years after Taiwan returned to Chinese rule.
