It's an adverb, as GF says (not a verb):

I think N copied our def for their CSCD:
"speak thoughtlessly (or casually); blurt out"

And it's not correct to define it as being necessarily a negative thing.
E.g. M defines 脫口成章 as 隨口即能講出一篇文章。比喻人才思敏捷,學問好。

ABC gives a good definition: "adv. off the top of one's head"
Diff:
- 隨口 随口 [sui2 kou3] /to speak thoughtlessly (or casually)/to blurt out what's on one's mind/
+ 隨口 随口 [sui2 kou3] /(speak) without thinking the matter through/
