Can't demonstrate "working capital" either except that it's the top 2 suggestions in GT, plus J has: working funds for assisting agriculture by public finance 财政支农周转金 statement of working capital 周转金报表 It seems unlikely to me that 周转金 means "turnover" (营业额 - the amount of money taken by a business in a particular period).
