I have looked in three (mainland) dictionaries (新华字典、现代汉语词典、辞海) and I see no sign that 睺 is a traditional form for 喉. In two of the dictionaries (现代汉语词典、辞海) there are separate entries for 睺 and 喉.

I will submit 睺 next.

Editor: I couldn't find any support for 喉 being a phonetic. I do see 睺 used in some Sanskrit words, however.
